PROBLEM TO BE SOLVED: To improve the production efficiency of a cell structure, such as a liquid crystal display panel and an organic EL panel, by sticking upper and lower substrates, and to obtain the cell structure of high quality. SOLUTION: The sealing device includes a vacant housing having an opening in the top surface face thereof and having an air inlet/outlet port P1; a flexible and translucent sheet member 11 covering the opening of the vacant housing 1; a UV mask support frame 14, having an air inlet/outlet port P2 and placed on the sheet member 11, while storing a UV transmission mask 15 therein; a movable sealing plate 18 covering an opening in the top surface of the UV mask supporting frame 14; and a light source disposed above the movable sealing plate 18. The lower internal section of the vacant housing divided by the sheet member 11 as a boundary functions as a first chamber CH1 which can be evacuated; meanwhile the upper inner part divided by the sheet member 11 as a boundary, and surrounded by the UV mask support frame 14 and the movable sealing plate 18 functions as a second chamber CH2 which can be evacuated.
