PROBLEM TO BE SOLVED: To provide a foamy skin coating agent which is little in irritability on use in an aerosol having inner pressure of <0.7 MPa, can be applied to carbon dioxide on skin for a long time to give a sufficient blood circulation-promoting effect, and holds good foam even at low temperature. SOLUTION: There is provided the foamy skin coating agent comprising the following ingredients (A) to (E) which are charged to give inner pressure of <0.7 MPa at 25°C in a pressure-proof container: (A) 0.1 to 20 mass% of an N-acylamino acid or a salt thereof, (B) a (meth)acrylic acid-based polymer, (C) a polysaccharide-based polymer, (D) carbon dioxide, and (E) 0.1 to 3 mass% of a hydrocarbon mixture selected from 3 to 5C hydrocarbons and containing saturated hydrocarbons having vapor pressure of≥0.1 MPa and <0.5 MPa at 35°C in an amount of 70 to 100 mass% in the mixture.
