A configuration is provided which realizes efficiency of playback and editing of recorded data in an information recording medium. Recording is performed of GOP attributes, as mark management information corresponding to a PLM (=EM) mark serving as playback start point information stipulated in the AVCD format, indicating whether or not a GOP including the mark is a GOP needing decoding information of another GOP at the time of decoding processing of the GOP, and playback and editing are performed referencing these information, thereby preventing decoding unnecessary in playback processing, and enabling editing without leaving data unnecessary in editing processing.
