PURPOSE: An elastic material of pavement and filling material for artificial grass using rubber magnet chip for recycle of waste rubber magnet and generation of magnetic force are provided to improve the reliability of facilities by minimizing a bad effect due to a heavy metal. CONSTITUTION: An elastic material of pavement and filling material for artificial grass using rubber magnet chip for recycle of waste rubber magnet and generation of magnetic force are comprised of the steps: collecting waste rubber magnets and meting them(S10); adding tourmaline 3~7 parts by weight to the waste rubber magnet of 100 parts by weight(S20); extruding melted rubber magnet and cutting it into a certain size(S30); rotating the cut rubber magnet to be a spherical shape(S40); and hardening the rubber magnet(S50).
