<P>PROBLEM TO BE SOLVED: To solve such a problem that when an appliance closely tied to everyday life is sold and installed in home and the appliance is found to have safety problem as a product, it takes a lot of time and effort to search the appliance, especially it is very difficult to find out the user of a home having an appliance whose user is not registered. <P>SOLUTION: A radio communication means 10a of an appliance 15 (other than facility equipment) receives a coordinate confirming communication signal from each of base stations, and measures such as the strength of the signal or an error rate from the coordinate confirming communication signal.
