PROBLEM TO BE SOLVED: To provide a ticket-issuing apparatus capable of performing proper conveyance, without being influenced due to a surrounding environment and which is capable of quickly issuing tickets. SOLUTION: The ticket-issuing apparatus includes a roll paper supply roller 4 for conveying roll paper located in a first roll paper conveyance path 2 and a second roll paper conveyance path 3; a conveyance roller 11, installed on a downstream side in a conveying direction of the roll paper supply roller 4; a conveyance drive motor 29 for rotatably driving the roll paper supply roller 4 and the conveyance roller 11; an electromagnetic clutch 5 for transmitting rotational driving force of the conveyance drive motor 29 to the roll paper supply roller 4; and a standby part 19 for holding a card cut by a cutting mechanism on standby.
