PROBLEM TO BE SOLVED: To provide a technology for appropriately adjusting a buffer capacity to be secured for a communication terminal in which communication resources are released while maintaining connection to a network, and to temporarily hold data to be transmitted to the communication terminal. SOLUTION: A network device includes a QoS attribute management means for managing a QoS attribute about a communication terminal which can be connected to the network; and a buffer capacity determining means for determining the buffer capacity to be held for the communication terminal in idle mode that is a state where communication resources are released, while maintaining the connection to the network after the communication terminal is connected to the network and the communication resources are allocated to it, and for holding the data to be transmitted to the communication terminal, according to the QoS attribute of the communication terminal.
