PROBLEM TO BE SOLVED: To provide the configuration of a mixing element or a mixing apparatus of high mixing action. SOLUTION: The mixing element includes a planar base part provided with a mixing surface for distributing mixing object liquid in an in-plane direction, the mixing surface is provided with a groove-like mixing flow path, and the mixing object liquid is mixed by distributing the mixing object liquid to the mixing flow path. The mixing flow path is provided with a shearing part, and the shearing part is provided with a pressurization part for pressurizing the mixing object liquid and a separation part for separating the mixing object liquid pressurized in the pressurization part.
