PROBLEM TO BE SOLVED: To provide a modulation item estimation circuit capable of acquiring modulation items of an identified modulation system regardless of a low C/N ratio of a receiving signal affected by an AM signal of a small modulation index, noise, or the like. SOLUTION: The modulation item estimation circuit includes an electric power change calculation unit 2 for calculating an electric power change amount as a change amount of received electric power based on a receiving signal, a frequency change calculation unit 3 for calculating a frequency change amount based on the receiving signal, a modulation system identification unit 4 for identifying a modulation system of the receiving signal based on the electric power change amount and the frequency change amount, and a modulation item estimation unit 5 for obtaining modulation items of the modulation system based on the identified modulation system, the electric power change amount and the frequency change amount.
