PROBLEM TO BE SOLVED: To enhance a scavenging effect in a control system for an internal combustion engine, scavenging burnt gas in a cylinder by using a mechanism changing the phase of an exhaust valve and a mechanism changing the operating angle of the exhaust valve. SOLUTION: The control system for the internal combustion engine performs scavenging control for increasing the burnt gas scavenged from the inside of the cylinder to an exhaust system during a valve overlapping period using the variable operating angle mechanism changing the operating angle of the exhaust valve and the variable phase mechanism changing the phase of the exhaust valve. In the control system, the operating angle of the exhaust valve is firstly changed when the scavenging control is started, and then the phase of the exhaust valve is changed.
