SOLUTION: Iron powder is supplied to the high concentration VOC contaminated ground to lower the concentration of VOC in the contaminated ground to be 1 mg/l or higher and 100 mg/l or lower, and a poorly water-soluble nutrient material is supplied to the contaminated ground thereafter to activate anaerobic microorganisms. Alternatively, a VOC adsorbent is supplied to the high concentration VOC contaminated ground to lower the concentration of the VOC in the contaminated ground to be 1 mg/l or higher and 100 mg/l or lower, and a sustained-release nutrient material or a water-soluble nutrient material containing gluconic acid or a gluconic acid derivative is supplied to the contaminated ground thereafter to activate the anaerobic microorganisms.
