Provided is a data transmission device whose complexity in processing and delays in encoding/decoding processing is small, and which can suppress deterioration of data to be decoded and generated, to a minimum. This is a device for transmitting data having a prescribed format of being arranged in the order of scanning, and a device that has a first data-processing device (100) that comprises; a transmission-data generating means (101) that generates data-to-be-transmitted from among transmission-target data that will become the target of transmission based on a prescribed condition; and a transmission-data sending means (102) that conducts type-conversion of aforementioned data-to-be-transmitted into transmission channel data, and sends it out with a transmission clock. The transmission-data generating means (101) automatically decides, according to a prescribed condition, whether to select, as aforementioned data to be transmitted, data based on the difference between aforementioned transmission-target data that is the scanning target, and predicted values of the transmission-target data, which was calculated based on the similarity possessed by the scanned series of aforementioned transmission-target data; or data based on aforementioned transmission-target data that was quantized.
