<P>PROBLEM TO BE SOLVED: To provide a technology which provides appropriate advertisement information based on balance information when a balance of a user varies. <P>SOLUTION: An advertisement information storage part 12 stores advertisement information, a balance information reception part 10 receives balance information of a user, an advertisement information extraction part 11 extracts advertisement information provided to the user from the advertisement information storage part 12 based on the balance information, and a distribution part 14 distributes the extracted advertisement information to a terminal of the user.
