<P>PROBLEM TO BE SOLVED: To provide an optical disk wherein information can be recorded even when the optical disk has an information recording layer exclusive for reproduction and information is not recorded by the conventional recording and reproducing device and to provide a recording device and a recording method for recording information in the optical disk. <P>SOLUTION: The optical disk 1 includes a first substrate 2 having a groove 3 formed on the upper surface thereof, a first information recording layer 4 provided on the first substrate 2, a second substrate 6 provided on the first information recording layer 4 and having a pit row 7 formed on the upper surface thereof, and a second information recording layer 8 provided on the second substrate 6.
