PROBLEM TO BE SOLVED: To provide a cooperative simulation system which operates at high speed, a hardware emulator and a cooperative simulation method. SOLUTION: The cooperative simulation system is configured to execute the verification of a verification object circuit 210 cooperatively by a software simulator 100 and a hardware emulator 200, and includes a clock control circuit 203 for selecting either a software clock or a hardware clock as a clock to be used for the verification object circuit 210. The clock control circuit 203 selects the software clock when executing the verification of the verification object circuit 210 according to a memory model held by the software simulator 100, and selects the hardware clock when executing the verification of the verification object circuit 210 according to the memory model held by the hardware emulator 200.
