PROBLEM TO BE SOLVED: To provide a transparent electromagnetic wave-shielding filter excelling in adhesiveness between a hard coat layer and a conductive film, to provide a method of manufacturing the same, and to provide the conductive film for the transparent electromagnetic wave-shielding filter. SOLUTION: This transparent electromagnetic wave-shielding filter includes a conductive layer provided on a support, and a hard coat layer provided on the conductive layer. In the transparent electromagnetic wave-shielding filter, the conductive layer is formed by subjecting an emulsion layer which contains silver halide and a binder and is applied to the support, to exposure and a developing process; the hard coat layer is formed by applying a coating liquid for hard coat formation using a predetermined solvent to a surface of the conductive layer; and the emulsion layer contains a compound soluble in the solvent for hard coat formation.
