PROBLEM TO BE SOLVED: To make setting of an illumination control system more precise and easier. SOLUTION: A receiving circuit 210 receives set value data (conversion factor data) to express a sensor voltage amplification rate (conversion factor). Based on the sensor voltage amplification rate received by the receiving circuit 210, a variable amplifier 230 (conversion circuit) converts intensity of reflecting light into brightness by making an amplification voltage by amplifying a sensor voltage to express intensity of the reflecting light measured by an illuminance sensor 810. A dimming signal forming part 228 (dimming signal forming circuit) forms a dimming signal to control a dimming degree of an illumination fixture 820 based on the amplification voltage amplified by the variable amplifier 230.
