PROBLEM TO BE SOLVED: To direct a motion pattern of an observation ship for accelerating analytic convergence even when a target motion analysis result is not obtained or when the accuracy of a target motion analysis result is low and to increase the number of motion patterns of an observation ship which performs prediction without increasing a calculation load. SOLUTION: A target motion analysis accuracy is determined. When a target motion analysis result is not obtained or when the accuracy of a target motion analysis result is low, a motion pattern of the observation ship for accelerating analytic convergence is directed only from the observed direction and observed direction change ratio of a target. When the accuracy of the target motion analysis result is favorable, a motion pattern of the observation ship in which a Fisher information matrix is maximized is calculated by the maximum likelihood method using differentiation.
