PROBLEM TO BE SOLVED: To improve rising and falling characteristics of a surface-emitting laser without employing a complicated circuit configuration. SOLUTION: In a first period Tr from the start of a light emission period TL of the laser Lm, a control voltage generating means 50 is stopped from generating a control voltage Vct, a constant control voltage Vct is output to an input node of a first emitter follower 21, the first emitter follower 21 is then operated. The control voltage-generating means 50 is released from being stopped from generating the control voltage Vct by the end of the light emission period TL of the laser Lm, and the generated control voltage Vct is output to the input node of the first emitter follower 21 to allow the first emitter follower 21 to operate. In a second period Tf after the light emission period TL of the laser Lm ends, the second emitter follower 22 is allowed to operate, thereby discharging electric charge accumulated in the laser Lm.
