PROBLEM TO BE SOLVED: To provide a transmitting apparatus and the like which increases data capacity that can be transmitted in one clock while suppressing increase of a circuit scale. SOLUTION: A conversion section 12a for generating an offset value M1 for providing offset for each of digits of a multi-value display data signal S1 is provided. Further, an operating section 12b that outputs a selection signal SEL showing a calculated value resulting from addition or subtraction between the offset value M1 and a value of a single-digit multi-value display data signal S1 transmitted immediately before is provided. Then, a transmitting circuit 13 transmits the multi-value display data signal S1 with a signal intensity corresponding to the calculated value shown by the selection signal SEL.
