Provided is a control device as a system controller used in a network system which establishes a connection by connecting channels having correlated bands between a logical output plug of a transmission device and a logical input plug of a reception device connected to the transmission device via a bus. The control device includes a channel setting means. The channel setting means sets channels for all the output plugs of the transmission devices in the network system without overlap.
