PROBLEM TO BE SOLVED: To detect a problem of a communication condition by observing communication between communication devices. SOLUTION: A message exchanged between certain applications is divided into a plurality of segments when the size of the message is large, and transmitted as a plurality of packets (similarly a plurality of frames). The transmission intervals of the plurality of frames are small, and the transmission intervals between the messages are relatively increased. If the transmission interval is small in the case where an operation mode difference exists between devices communicating with each other, frame collisions occur more often, whereby an in-frame collision rate becomes a large value. A message beginning collision rate being a collision rate for a first packet of messages having relatively large transmission intervals is relatively reduced in an operation mode difference.
