PROBLEM TO BE SOLVED: To provide a method or the like for executing approximate calculation of a failure frequency of a communication network at high speed and with specified accuracy. SOLUTION: A lower-limit approximate value A and an upper-limit approximate value B of an operating rate of a communication network are calculated by known procedures. Then, repair rates of all communication-network components are calculated so as to calculate the sum of the repair rates. Operating rates of the communication-network components are replaced with a matrix of two rows and two columns in which four values of "an operating rate", "the operating rate"×"a failure rate", zero, and "the failure rate" are respectively put in this order in the first column of the first row, in the second column of the first row, in the first column of the second row, and in the second column of the second row. Values 1, 2 are calculated by replacing the arithmetic operations of sum, difference, and product with the arithmetic operations of sum, difference, and product of the matrix. "Value 1"-(A-B)×"sum of repair rates" (=C), "value 2"-(A-B)×"sum of failure rates" (=D), "value 1"+(A-B)×"sum of failure rates" (=E), and "value 2"+(A-B)×(sum of repair rates) (=F) are calculated so that the larger value of C and D is set as the lower-limit approximate value of the failure frequency and the smaller value of E and F is set as the upper-limit approximate value of the failure frequency.
