PROBLEM TO BE SOLVED: To provide a holder capable of holding an optical cable satisfactorily without faults, including breakages or damages, and to provide a fusion splicer and a fusion splicing method. SOLUTION: The holder includes a holder body 22, formed with a coated fiber storage groove 24 and coating storage grooves 23a, 23b, 23c; a positioning surface 25 formed at a boundary between the coated fiber storage groove 24 and the coating storage groove 23a, and allowing an end face 16a of a coating 16 to abut thereagainst; a coated fiber holding cover 31 for pressing and holding a coated optical fiber 12 stored in the coated fiber storage groove 24; and a coating-holding cover 32 for pressing and holding the coating 16 portion stored in the coating storage grooves 23a, 23b, 23c. Holding of the coating 16 portion by the envelope-holding cover 32 is released in association with the release of the holding of the coated optical fiber 12 by the coated fiber holding cover 31 from a state of holding the coated optical fiber 12 by the coated fiber holding cover 31 and holding the coating 16 portion by the coating holding cover 32.
