CONSTITUTION: An energy storing part includes a first energy storing part(221) and a second energy storing part(222). The first energy storing part includes a super capacitor, and the second energy storing part includes a secondary battery. The energy storing part includes an energy storage controlling part(223) which controls the first energy storing part and the second energy storing part.
