PURPOSE: A manufacturing apparatus and method for a turn-fin tube are provided to smoothly form the cross section of a fin because the bending angle in the final fin forming unit is greater than that in the initial fin forming unit. CONSTITUTION: A manufacturing apparatus for a turn-fin tube comprises a fin forming unit, a rolling unit, and a control unit. The fin forming unit forms a fin having has a base part(11) which contacts a tube in which fluid flows and an extension part(12) which is extended from the base part at an angle. The rolling unit comprises a first press roller and a second press roller which rotate while pressing the extension part. The control unit controls the first and second press rollers to rotate at different speeds so that the extension part passing between the first and second press rollers is corrugated.
