The device has an impeller (1) mounted on a nacelle (2) located at a top of a pylon (3), and a vertical shaft for transferring rotation of a rotor to a variable speed drive installed at the level of the ground. An inertia wheel is placed at the level of foundations (8) of the device, and an output of the speed drive drives the inertia wheel to store an energy captured by the impeller. An orientation and transferring unit orients the nacelle and transfers the captured energy from the impeller to a main generator connected to an electrical network.
