The device has a flywheel (2) rotatably assembled relative to a frame (1). An exposing unit exposes a lower face (4) of the flywheel by gas pressure that is compared with pressure applied to an opposite face (5). Ascending differential pressure force partially compensates weight of the wheel. Rotational guiding of a rotor is realized using a fixed rotational axle (3). The rotor is formed with rolling tracks (6, 7) with perfectly coaxial needles. The axle is directly assembled at ends of the frame. An external mechanical driving unit is assembled in free rotation relative to the axle.
