<P>PROBLEM TO BE SOLVED: To improve the service life of a secondary battery by cooling it more properly. <P>SOLUTION: When the load BL of a high-voltage battery is smaller than a predetermined referential load BLref, and when such condition is not continued for a predetermined period of time that the load BL of the high-voltage battery is more than or equal to the predetermined load BLref, a fan-starting temperature Tfs is set to a first temperature T1 (step S130).
