PROBLEM TO BE SOLVED: To improve determining accuracy in normal rotation/reverse rotation of a rotary shaft based on a rotation signal. SOLUTION: A pulse width WIPOS of a pulse-like rotation signal POS outputted by a crank angle sensor every time when a crankshaft (a rotary shaft) of an internal combustion engine rotates by a unit crank angle, is set to become different by the rotational direction of the crankshaft, and the normal rotation/reverse rotation of the crankshaft (the rotary shaft) are discriminated by comparing the pulse width WIPOS with a threshold value SL. In a state of increasing an engine speed, a state of being normal in updating order of a cylinder discriminated as a predefined piston position, a state of increasing an engine load, a starting operation state of the engine, a state of increasing intake pressure and a state of increasing voltage of a battery provided in the engine, it is regarded as the crankshaft normally rotates, and the threshold value SL is updated based on an average value AVWIPOS of the pulse width WIPOS at that time.
