PROBLEM TO BE SOLVED: To provide a control device in starting for an internal combustion engine, maintaining excellent startability even if the internal combustion engine is inversely rotated. SOLUTION: This control device in starting for the internal combustion engine includes a cylinder discriminating signal generation means and a fuel injection amount control means controlling the amount of fuel injected according to the cylinder discriminating signal generation means. In the control device, an air volume control means is provided for controlling air volume supplied to the internal combustion engine, and a control means in starting is provided for controlling the amount of fuel injected in starting and the air volume in starting when the internal combustion engine is started. The control means in starting has a function of controlling the fuel injection amount control means and air volume control means so that when the inverse rotation of the internal combustion engine is detected by the cylinder discriminating signal generation means, the amount of fuel injected in next starting and air volume in starting are compared with a normal period, the amount of fuel injected in starting is reduced, and also the air volume in starting is increased.
