PROBLEM TO BE SOLVED: To provide an apparatus and a method for forming a panel quickly. SOLUTION: The invented apparatus includes a lower mold placed stationarily, and an upper mold which reciprocates vertically over the lower mold. In the method for forming the panel, a plurality of base materials supplied to the front end of the apparatus are squeezed to form the panel. The method includes three steps. In the first step, the plurality of the base materials are squeezed so as to have a section shaped into a right-angled triangular waveform. In the second step, the plurality of the base materials squeezed so as to have the section shaped into the right-angled triangular waveform are further squeezed so as to have a section shaped into an obtuse triangular waveform. In the third step, the plurality of the base materials squeezed so as to have the section shaped into the obtuse triangular waveform are pressurized linearly in the longitudinal direction so that the plurality of the base materials are bound.
