PROBLEM TO BE SOLVED: To obtain a preceding handrail during the assembly of a working scaffold, improve its assemblability, handling and furthermore its storage performance, and easily realize permanent reuse as a temporary material. SOLUTION: The handrail frame 10 is connected to the working scaffold having a pillar material 1 and a beam material 2, and is constituted by a pair of right-and-left vertical materials 11 and a handrail material 12 which is spanned between the top ends of the vertical materials 11 in the horizontal direction. The preceding handrail is constituted by separably connecting the lower ends of the right-and-left vertical materials 11 to a mounting device 20 suspended from and held by the beam material 2. Either the right vertical material 11 or the left vertical material 11 has a horizontal pin 13 which is arranged at its lower end in the diameter direction, and the mounting device 20 has a body 21 which is suspended from and gripped by the beam material 2. The body 21 has a holder 22 which guides the lower end of the vertical material 11 on one side inside, and the holder 22 is constituted by allowing the separable connection of the horizontal pin 13 to the mounting device 20.
