Provided are a method and apparatus for implementing a HARQ (hybrid automatic repeat request). A terminal receives a plurality of transmission blocks through a plurality of downlink component carrier waves, and determines a plurality of ACK/NACK resources for the plurality of transmission blocks. If the plurality of ACK/NACK resources overlaps, the terminal uses the overlapping ACK/NACK resources to transmit one bundled ACK/NACK signal for the plurality of transmission blocks through an uplink component carrier wave.
