PROBLEM TO BE SOLVED: To provide a heat storage unit and a vehicle air conditioner capable of easily performing heating and cooling operations for a long time even after a long interval. SOLUTION: This thermal storage unit 2 includes a thermal storage tank 13 in which a thermal storage medium 15 is filled, a heat exchange pipe 16 in which the water is circulated to exchange heat between the heat storage medium 15 and the water, a housing 11 surrounding and thermally insulating the thermal storage tank 13 and having an outflow port 2a and an inflow port 2b communicating with the heat exchange pipe 16 and opened to the outside, a conduit connected to the outflow port 2a and the inflow port 2b at the outside of the housing 11, and a reservoir tank 14 disposed in the housing 11, and collecting the water by self-weight from the outflow port 2a and the inflow port 2b when it is not used to allow the air to be present at the outflow port 2a and the inflow port 2b.
