PROBLEM TO BE SOLVED: To shorten connection delay in a user terminal. SOLUTION: A user terminal includes: a connection processing unit for switching a first base station of a first wireless communication system and a second base station of a second wireless communication system to perform connection processing; a wireless communication scheme reporting unit for reporting a communication enabled wireless communication scheme to the first base station in which the connection processing is performed; a connection request unit for requesting connection to the second base station on the basis of information on the second base station reported as a response to the communication enabled wireless communication scheme; and a history recording unit for recording that connection is requested to the second base station. In the case where the connection with the second base station can not be performed, on the basis of the number of times of the connection requests, recorded in the history recording unit, to the second base station, the connection request unit sets whether to continue the connection request to the second base station.
