There are a non-invasive blood sugar monitor and a method to monitor the blood sugar. This monitor includes an impulse equipment unit, a processor unit and a sensor unit. The impulse equipment unit and the sensor unit are both connected with the processor unit, and the impulse equipment unit forms a non-invasive impulse to change the blood sugar reaction in a sampling spot based on preset conditions, then the sensor unit collects a characteristic value of the blood sugar reaction of the sampling spot, finally the processor unit obtains a blood sugar value according to this characteristic value.
