<p><P>PROBLEM TO BE SOLVED: To provide an organic waste treating agent which applies a waste water treatment using a decomposition technique to environmental contamination caused by domestic sludge, agricultural sludge, industrial sludge, livestock sludge, sewage sludge or the like to provide an environment permitting fish protection and plant growth, and also can be easily manufactured without requiring high equipment expense with respect to the development of base material of organic waste treating agent using wooden chips. <P>SOLUTION: The wooden chips are physically treated on a working process and are turned to be porous to provide a potential technique as the treating agent for decomposing and extinguishing organic waste such as sludge and waste water. The treating agent adsorbs and decomposes decomposing matter of protein, decomposed nitrogen such as animal feces, remaining agricultural chemicals such as phosphoric acid, decomposes harmful substances and exhibits superior effect for bacteriostatic action and adjustment of an environment permitting effective microorganisms. The porous natural material adsorbs and decomposes remaining agricultural chemicals and has a prevention effect against propagation of various bacteria.
