Provided is a cylindrical twisted-yarn manufacturing apparatus capable of adjusting a spiral pitch or a twist number arbitrarily and drastically and improving a production rate. The cylindrical twisted-yarn manufacturing apparatus comprises raw-fabric roll holding means (14) for holding a raw-fabric roll (W) having a tape-shaped product (P) wound thereon, a tape-shaped product let-off mechanism (16) for letting off the tape-shaped product (P) wound on the raw-fabric roll (W), a twisting guide roller (18) for curling up one widthwise end of the tape-shaped product (P) toward the other end, tape twisting means (20) for twisting the tape-shaped product (P) to form the same into a cylindrical twisted yarn (S), and cylindrical twisted-yarn take-up means (22) for taking up the cylindrical twisted yarn (S). The cylindrical twisted-yarn manufacturing apparatus is characterized in that the twisting guide roller (18) includes a motor (40) for controlling the inclination angle of a spindle (A) variably with respect to the running direction of the tape-shaped product (P), and in that the twisting guide roller (18) and the tape twisting means (20) are so disposed as can come close to and apart from each other.
