PROBLEM TO BE SOLVED: To provide an open shield machine which is increased in straight running property when there is a partially slight difference in hardness between the soils in the cross section to be excavated of a soft ground even if the soft ground has same-soil properties, and which is reduced in the subsidence of a concrete caisson by increasing a peripheral surface firctional force between a backfilling grout material and a natural ground, and also provide an open shield method using the open shield machine. SOLUTION: This open shield machine 1 includes a front part 1d having a cutting edge, a jack part 1e having a shield jack 2, and a tail part 1c for lifting down a concrete caisson 4.
