PROBLEM TO BE SOLVED: To provide a method allowing individual nodes to influence upon connecting quality between the node and a master. SOLUTION: Since no inductive reasoning can be performed heretofore on the connecting quality in a network, based on data concerned about status of the collected node itself, a parameter in the network featuring the connecting quality is collected in the individual nodes as status data. The parameter is estimated by the master in the center, and the master introduces the means for optimizing the efficiency of the network from the estimation to perform it automatically.
