PROBLEM TO BE SOLVED: To solve problems that mobile devices which belong to the same area are assigned with a common TAI list, location registration processing is started at almost the same time when many mobile devices which have the common TAI list exceed the boundary of the TAI list area at the same timing and a large amount of wireless resources is locally consumed for location registration processing in conventional systems. SOLUTION: A wireless communication system includes a wireless terminal, a plurality of base stations A101-1, B101-2, C101-3 and D101-4, and a call processing controller 102. When receiving broadcast information from the base station, the wireless terminal determines whether or not an area included in the broadcast information is included in a location registration area list stored in a storage part, and if the area is not included in the list, the wireless terminal transmits a location registration request to the call processing controller. Meanwhile, the call processing controller creates a new location registration area list based on the area included in the broadcast information and areas surrounding the area included in the broadcast information to transmit the new location registration area list to the wireless terminal, and executes paging.
