PROBLEM TO BE SOLVED: To perform monitoring by a suitable sensor under constraint during monitoring when monitoring the movement of a monitoring object in a monitoring space. SOLUTION: Each node 4 selects one or more cameras 2 suitable to monitor the monitoring object under monitoring constraint for each monitoring object identified as existence in the monitoring space (s160 and s230). Then, the monitoring object can be monitored by displacing respective detection areas of the selected cameras 2 to make the cameras 2 track the monitoring object (s250). Thus, since cameras suitable to monitor the monitoring object under the monitoring constraint can be selected as the cameras 2 for monitoring each monitoring object, the monitoring object can be monitored by the suitable cameras 2 under the monitoring constraint.
