PROBLEM TO BE SOLVED: To provide an electroconductive coating agent which contains no chlorine and is extremely low in surface resistivity, and which is excellent in wet adherence to a difficult-to-bond plastic and in recoatability; an electroconductive film by curing the same; and a method for forming it. SOLUTION: This electroconductive coating agent includes a copolymer of a fluorocarbon group-containing unsaturated macromonomer and a (meth)acrylic monoester monomer, an electroconductive prepolymer containing a repeating unit of a (meth)acryloyl group-containing monomer and a repeating unit of a quaternary ammonium group-containing monomer, and a prepolymer containing a plurality of ethylene groups.
