PROBLEM TO BE SOLVED: To provide a heater that reduces temperature rising of the heater as much as possible and assures more time margin between safe element operation and heater crack when an excessive power is supplied to the heater. SOLUTION: The heater includes: a long substrate; a plurality of resistance heating elements provided along the longitudinal direction of the substrate; a conductor part connected to the resistance heating elements; and an insulation protection layer covering the plurality of resistance heating elements.
