PROBLEM TO BE SOLVED: To reliably call a mobile device while suppressing the amount of transmitting a paging signal. SOLUTION: A mobile communication system 1 includes: a storing part 11 comprising a plurality of cells to store position registration area information showing a position registration area including the present position of a mobile device M; a receiving part 13 for receiving position information showing the position of the mobile device M; a responding part 14 for estimating a cell where the mobile device M is currently located based on the received position information; and a calling part for firstly transmitting a first paging signal in the estimated cell when executing paging processing to the mobile device M, and transmitting a second paging signal in the position registration area shown by the position registration area information stored in the storing part 11 when the mobile device M does not respond to the first paging signal.
