PROBLEM TO BE SOLVED: To provide a communication system wherein a person with impaired vision and hearing, a person with impaired vision, a person with impaired hearing and a healthy person can communicate with each other. SOLUTION: The communication terminal such as a cellular phone includes a key input means for inputting character information indicated by a braille pattern or a Morse signal pattern, a vibration output means for outputting the character information by a vibration pattern comprising the combination of dashes and dots, and a communication means for transmitting the character information to the communication server provided with a chat means, receiving the character information from the communication server and outputting it to the vibration output means. The communication server is provided with the chat means and a calling means for transmitting mail or making a call to the communication terminal to be called and notifying a called state. Just by using an application program operated on an existing cellular phone, an input system and an output system suited to each of the person with impaired vision and hearing, the person with impaired vision, the person with impaired hearing and the healthy person can be selected.
