PROBLEM TO BE SOLVED: To provide a method of manufacturing a radiator having plate-like fins in which a plurality of radiation fins can be formed at arbitrary positions of a metal material without producing any scrap. SOLUTION: The method of manufacturing radiation fins includes forming a compact fin 3 by inserting a digging-up tool 5 at a predetermined position apart from one end side 2a of the metal plate 2 having excellent thermal conductivity in a state where the metal plate 2 and the digging-up tool 5 are at a predetermined angle, and forming a plurality of compact fins 3 one after another until the blade portion 5a of the digging-up tool 5 reaches a predetermined depth. Then, a plurality of radiation fins 4 are formed on the metal plate 2 successively after the formation of the compact fins 3 by repeating a fin forming step of raising the plate-like radiation fins 4 in one body with the digging-up tool 5. At this time, the plurality of compact fins 3 and the plurality of radiation fins 4 each have a base coupled to the metal plate 2 in one body, so that no scrap is produced.
