PROBLEM TO BE SOLVED: To provide surface-treated powder having excellent adhesiveness during application of cosmetics, good slip and spread, and affording a natural finish feeling; and to provide the cosmetics. SOLUTION: There are provided the surface-treated powder having cleavability, and the cosmetic including the surface-treated powder by using a layered polysilicic acid and/or a salt thereof as a substrate, and coating the surface thereof with an organic substance.
