PROBLEM TO BE SOLVED: To provide a hologram recording layer comprising an organic-inorganic hybrid matrix combinedly having environmental resistance, durability, and high recording performance. SOLUTION: A hologram recording medium is provided with a recording layer containing: a metal oxide-containing matrix formed of a matrix forming material containing a compound (A1) and/or a compound (A2); and a photo-active compound where a volatile component content of the recording layer is≤5%. The compound (A1) is a metal alkoxide compound expressed by a general formula (I): M(OR)n where Rs represents one of a hydrogen atom, an alkyl group which may have a substituent, an aryl group which may have a substituent, and an organic group containing a cyclic ether group, M represents metal, n represents a natural number equal to or smaller than the valence of the metal M where a plurality of Rs may be identical to or different from one another in the case of n≥2 but at least one R is an organic group containing a cyclic ether group, and the metal M may have a substituent in the case that n is smaller than the valence of the metal M.
